Roger Hakeman
Chief of Police
I have been active in law enforcement since 1975. I have been a Chief Officer since 1999. I have significant experience and training in tactical operations. I am married and have three adult children.

I began my law enforcement career in the Navy in 1975. I was awarded an Expert Pistol ribbon while in the Navy, and participated in competitive combat pistol shooting matches. I was trained in the use of chemical munitions and field military tactical operations. I performed patrol and investigative duties at NAS Moffett Field, CA and NAS Agana, Guam until my honorable discharge in 1979. That same year I joined the San Diego Police Department and worked in a variety of roles as an officer there. Among my assignments, I worked Patrol in Southern Division, SouthEastern Division, and Northern Division. I was assigned to the Secondary School Safety Task Force for two school years at San Diego High School and Roosevelt and Memorial Junior High Schools. I worked for three years in Field Operations Management where units such as the full-time S.W.A.T. team, Police Reserves, Horse Patrol, Air Wing, Tactical Motorcycle Unit, and K-9 Unit; as well as seven area patrol commands and traffic division were administered. During that time I managed the Field Operations automated information systems and developed automated systems for assessing workload and assigning staffing among the Patrol and Traffic Divisions. I was involved in a variety of research projects involving law enforcement agencies from all over the world. My last assignment with the San Diego Police Department was as a detective in the Forgery-Fraud unit.

In 1990, I moved with my family to Lake County, CA, and to the Lake County, CA Sheriff-Coroner’s Department where I was a Deputy Sheriff-Deputy Coroner. In 1992, I resigned as a sworn officer, and assumed civilian duties as the supervisor of the Crime Scene Unit where I remained until 1997.

In 1997 I moved to northwest Iowa with my family to work in the Information Technology center of a university. In 1998 I accepted the Chief of Police job in Newell, IA and remained there as Chief until January of 2002 when I accepted the position of Chief of Police here in Tipton.

It is my pleasure to be able to direct a police department composed of men and women who are professional, well trained and who, individually and collectively, are assets to our community both professionally and as private citizens. The officers under my command are up to the task of providing law enforcement services to the citizens of the City of Tipton that are second to none nation-wide.

Scott Dietrich

I have been in Law Enforcement for 16 years, starting with the Tipton Police Department soon after getting out of the Regular Army. I have a total of 20 years experience in the Army having been in the Regular Army, Army Reserve, and National Guard. I held jobs in the Army as a Scout, Sniper, and many positions in Infantry Units from Rifleman up to Company Executive Officer, and also as a Battle Captain working in the Battalion Tactical Operations Center. I attended the following schools: Sniper school, Infantry Weapons Specialist Course, Tactical Leader’s Course, Primary Leadership Development Course (Top 10% of the Class), Infantry Basic Non-Commissioned Officers Course, Officer Candidate School, and NBC (Nuclear, Biological, Chemical Warfare) Specialist Course. During my Law Enforcement Career I have attended the DEA Clandestine Drug Lab Investigator’s Course in Quantico, Virginia, ASP Baton Instructor’s Course, and Oleoresin Capsicum (Pepper Spray) Instructor’s Course. I have received performance awards in the Army while working as an Infantry Scout in Berlin, FRG and Nijmegan, Holland, while working as an Infantry Squad Leader in the Iowa National Guard, and as an Infantry Company Executive Officer. I have received 3 Letters of Commendation from the City of Tipton for investigations: one in which I put out a house fire prior to the arrival of the Fire Department and charged those responsible with Arson within 4 hours, one in which I broke a car theft ring, and one where firearms were being illegally bought and sold. I was Tipton’s first Narcotics Investigator and left that position to become the Assistant Chief. I have an Associates Degree in Criminal Justice and need just a few more credits to complete my Bachelor’s Degree in Public Administration.

Paul Kime

This is my fifth year with the Tipton Police department. I began my law enforcement career fresh out of high school when I enrolled in a Law Enforcement program for my associates degree. I graduated from Kirkwood College in 2002 with a Associates degree in Law Enforcement. While pursuing my degree, I also enlisted in the Army Reserves. While in the Reserves, I completed basic training at Fort Benning, GA and obtained my advanced training at Aberdeen Proving Grounds, MD. I was a distinguished honor graduate in chemical equipment and chemical munitions delivery systems. I have received advanced weapons training on the Mk 19 40mm grenade launcher and 50 caliber machine gun. I am an expert shot with the 50 cal. and finished first in a battalion level competition. I also completed two deployments for Operation Enduring Freedom and Operation Iraqi Freedom at a forward firebase near Baghdad. I attained the rank of Sergeant, and I was a Platoon Sergeant, a squad leader, and have combat tactical experience. I received my honorable discharge from the Army in 2007, after 8 years of service. In 2003, I graduated from the Iowa Law Enforcement Academy in Des Moines. I have participated in the “Active Shooter/Tactical Movement” training sponsored by the Iowa State Patrol at Tipton High School.

Lisa Kepford

I have been a certified Police Officer in Tipton for two years, graduating from the Iowa Law Enforcement Academy. Prior to this I was a Reserve Officer for Tipton for a year. I have a BS degree in Criminal Justice, with a minor in Psychology. During the last 10 years, I have worked with the various law enforcement agencies in Cedar County, dealing with delinquents and volatile situations throughout the county. I have an extensive knowledge of the County and the dynamics of the communities involved. I have been a certified EMT-Emergency Medical Technician for the past 10 years. I am a Nationally trained Domestic Violence trainer. I also have training in: Critical Incident Management, Hazardous Materials, Radio Communications, Chemical Munitions, Bombing & Arson, and Terrorism Awareness. I participated in the “Active Shooter/Tactical Movement” training conducted at the Tipton High School building, and sponsored by the Iowa State Patrol. I am certified in Firearms, ASP Baton and Chemical Munitions. I will soon be attending Firearms Instructor’s school at the Iowa Law Enforcement academy.

I have been with the Tipton Police Department since December 25th 1997. In that time I have attended Hawkeye Community College for hand gun, shotgun, patrol tactics and unarmed self defense. I have also received ASP baton certification through the Tipton Police Department. I was certified to carry OC spray through the West Liberty Police Department. I have also been to Active Shooter/Tactical Movement put on by the Marion Police and Bear Creek Narcotics Task Force. Subsequent to that I received patrol rifle certification through the Cedar County Sherriff’s Office. I have attended many drug awareness and response classes. I have also attended the Iowa Law Enforcement Academy in the fall of 2004. While I was at the Academy I once again attended hand gun, shot gun, ASP baton, unarmed self defense, tactical movement, OC spray, patrol tactics and traffic stop safety. I am a certified Firefighter 1 and 2. I have been to bomb response class, railroad emergencies and methamphetamine lab awareness through the Cedar County Fireman’s Association.
